This is what I came up with – a lit up Glass Cabin on the top.

Somebody should be there all the time.

The Council Chamber, where no one is allowed to enter.

That would be interesting to make that upper area a No Enter Zone.

For example, you need to achieve something outstanding to be allowed to visit the top.

The upper room, the main Committee Chamber could be in a form of an Observatory, maybe with the transparent ceiling.

Response to the previous – not the Chamber.

Perhaps the Conference hall for the Earth Legislature could have the observatory style.
